Grand Chancellor Emeritus Janet P. Fregulia passed away December 22, 2025, at her home in Elburn, Illinois.
Jan held the position of Grand Chancellor from September 2005 until her move to the Executive Director of Moose Charities in August 2008. Prior to this position she worked as Women of the Moose Director of Sports and Ritual from 1996-99; Director of Chapter Development 1999-2004 and Moose Charities Director of Fraternal Fundraising from 2004-05. Jan retired from Moose Charities in 2018.
A native of the Canadian province of Ontario, Jan immigrated to California with her family in 1955 as a young girl, and she was a naturalized U.S. citizen. Jan joined Petaluma, CA Chapter 574 in 1968 and earned all three distinguished degrees from the Women of the Moose: Academy of Friendship in 1970, College of Regents in 1974 and Star Recorder in 1978. Jan transferred to St. Charles, IL in 2020 where she was a Life Member of St. Charles, IL Lodge 1368 and St. Charles, IL Chapter 512.
Jan served as Deputy Grand Regent for California/Nevada from 1987-88. She also served on the Women of the Moose Grand Council from 1994-96. Prior to coming to Moose International, Jan worked in management positions in sales and purchasing in the building industry for more than 25 years.
Grand Chancellor Barb McPherson described Jan as, “A great mentor who had a passion for the mission of the Moose. Her ultimate goal was to ensure that our children and senior members would be taken care of until they left our care.”
McPherson added, “She will be missed by the many who knew her.”
Jan was preceded in death by her husband Frank in 2014. She is survived by a son Frank Jr. who resides in Virginia; a daughter Donna who resides in Illinois; and one grandson.
